Understanding Ogemaw County Releases
A release record marks the end of one authority's physical custody. It is not the same as an arrest record, a conviction history, or proof that all legal control has ended. The Ogemaw County Sheriff's Office keeps the county jail record. A court order may explain the legal basis. Michigan Department of Corrections records apply only when the person entered state correctional jurisdiction. A federal or immigration agency has its own record when it receives someone from the county.
The event label matters. Bond, dismissal, sentence completion, and a court-ordered release may lead back to the community when no other hold remains. A transfer to MDOC, another county, the United States Marshals Service, or immigration custody ends Ogemaw custody but does not free the person. Parole means release from prison with MDOC supervision still in force. Discharge means MDOC jurisdiction over that sentence has ended. Death also ends custody, but it must never be reported as a return to the community.
Ogemaw County Release Types
The release authority determines which record gives the soundest answer. County booking and release documents establish the jail event. A signed court order can support the reason for bond, dismissal, or sentence completion. OTIS becomes relevant only after MDOC intake or when a former state prisoner is on parole or fully discharged.
- Bond or court order
- Physical release may occur after processing if no other hold applies. Check the jail release form and signed court order.
- Time served
- The stated jail term ended, subject to any other case or hold. Check the release form and judgment.
- MDOC transfer
- County custody ended and state custody began. Follow the county movement with OTIS after intake.
- Other-county transfer
- The person may have returned to the originating jurisdiction. Check both the Ogemaw movement and receiving county record.
- Parole or discharge
- Parole leaves MDOC supervision in place; discharge ends state jurisdiction for the sentence. Read the matching OTIS fields.
- Federal or ICE transfer
- County custody ended while another authority may still hold the person. Continue with BOP, the federal docket, USMS, or ICE.
Work release and the Ogemaw weekender program are still custody programs. Both require jail-administrator approval. Participation should not be called a final release or discharge.
Ogemaw County Release Records
The official county site does not provide a public field-by-field roster or released-person archive. Michigan's local law-enforcement retention schedule and the sheriff request form still show what may exist in an inmate jacket. A focused request should seek the existing records tied to one person and booking, rather than ask county staff to research events or write a new summary.
| Field or document | What it shows |
|---|---|
| Identity and booking number | Connects the event to the correct person and jail stay. |
| Admission date and time | Marks when Ogemaw custody began for that booking. |
| Release date and time | Records when Ogemaw physical custody ended. |
| Release type or authority | Distinguishes bond, court release, completion, or another legal basis. |
| Custody movement | Shows whether the person went to MDOC, another county, or another authority. |
| Inmate release form | Documents the closing custody event in the jail file. |
| Property-release form | Tracks property handling, but is not release proof by itself. |
| Booking photograph | Assists identification and remains distinct from proof of release. |
GS-11 item 11.210 states that an inmate jacket can include booking cards, mug shots, sentence records, transfer material, court papers, and inmate release forms. The jacket is retained until release plus ten years. Property intake and release records have a shorter schedule. These periods govern agency files, not how long a record appears online.
Note: Ask for a transfer destination or receiving authority when it is recorded, since leaving Ogemaw custody may not mean community release.
Request Ogemaw County Release Records
Ogemaw County accepts written requests through its online FOIA form. The County Administrator serves as FOIA coordinator. The sheriff-specific form also names reports and photos, which supports a narrow request for the booking photograph linked to a named booking. Provide enough detail to identify existing documents.
- Give the full name, date of birth if known, approximate booking date, and booking or incident number if available.
- Name the records: booking card, admission and release times, custody movement, release form, bond entry, property-release form, and booking photograph.
- Ask for electronic delivery of all nonexempt portions. State that no new summary is requested.
- Review any cost estimate or deposit notice before work proceeds. Narrow the date range or record list when needed.
- If the response is denied in whole or part, read the cited exemption and the stated appeal route.
The county ordinarily responds within five business days with a grant, denial, partial grant, or notice of one extension of no more than ten business days. That is a response deadline, not a promise that all records will arrive within five days. Email and fax submissions are treated as received on the next business day.

The policy permits itemized costs. Standard letter or legal paper copies cannot exceed $0.10 per sheet. Labor is calculated in 15-minute increments, with a partial increment rounded down, and no labor charge when the task takes less than 15 minutes. If estimated cost exceeds $50, the county may require a good-faith deposit that is generally no more than half the estimate.
The official county request screen shows the current submission route.
Use that channel for a durable county release record when a phone answer or VINE notice does not provide the needed documents.
Michigan Law and Ogemaw Records
Michigan FOIA, MCL 15.231 through 15.246, governs access to county records and allows stated exemptions. MCL 15.235 sets the response framework. MCL 15.234 addresses itemized fees and deposits. MCL 15.243 includes privacy and law-enforcement exemptions while requiring reasonably separable, nonexempt material to be produced. A sheriff-held booking photograph is generally a public record under the case summarized in the Michigan Attorney General's FOIA Handbook, but another valid exemption may still support withholding or redaction.
Setting aside a Michigan conviction can make related public records unavailable while a restricted government record remains. Public visibility can also change under law. An absent web result therefore does not prove that no booking or release occurred. Requesters dealing with a set-aside case should rely on the court and lawful agency response rather than infer facts from a search result that has disappeared.
- Release
- The end of physical custody by one authority.
- Transfer
- Movement to another custodian, not freedom from custody.
- Parole
- Release from prison while MDOC supervision continues.
- Discharge
- The end of MDOC jurisdiction for the sentence.
- Set aside
- A court process that can make conviction records nonpublic under Michigan law.
Note: A public record may become unavailable after a set-aside even though the prior custody event once occurred.
Ogemaw Jail Population Context
The county's 2024 operational narrative reports total average daily population of 76.1 in 2022, 74.6 in 2023, and 55.3 through August 2024. Ogemaw-only averages were 44.1, 51.4, and 35.8 for those same periods. The gap reflects the jail's regional housing role, including people held for Oscoda County.
These figures are not annual bookings, release totals, or length-of-stay measures. They cannot be converted into a count of Ogemaw County released inmates. Their value is narrower: they show why a person in the building may be tied to another county and why the receiving jurisdiction must sometimes confirm the next custody event.
Ogemaw County Release Costs
Ogemaw's fiscal narrative cites MCL 801.83, which can permit assessment of up to $60 per day for jail maintenance, including pretrial detention. The same narrative reports no prisoner-reimbursement revenue in fiscal years 2021 through 2023. This is a possible statutory claim, not a universal booking fee, fixed release charge, or proof that each person owes that sum when leaving custody.
Record-copy and FOIA costs are separate from any jail-maintenance claim. Bond is separate as well. The court's case-specific order controls the bond amount and terms, and another hold can prevent physical release even after payment. No official countywide bond schedule was found, so a payment channel must never be turned into a promise of release.
Note: Confirm bond terms with the court and physical departure with the jail because payment alone does not clear another hold.
Finding Ogemaw County Released Inmates
Classify the custody before searching. A person sentenced only to the Ogemaw County jail will not appear in OTIS just because the case is in Michigan. A person sent to state prison may appear there after intake. Federal custody belongs in the BOP system. Immigration custody belongs in ICE ODLS. Start with the system that held the person and follow a documented transfer to the next authority.
- Call the Ogemaw County Correctional Facility at 989-345-5908 with the full name, approximate booking date, and date of birth if known. Ask whether the event was community release or transfer.
- Search MI-VINE by name or offender number. Read the contributing agency and exact event instead of treating every departure as release.
- Use MiCOURT for the Ogemaw case. A bond order, dismissal, sentence event, or judgment can explain legal authority.
- Request the jail release form and custody movements through county FOIA when a durable record or exact jail event is needed.
- If the event was transfer, continue with the named county, OTIS, BOP, USMS, or ICE system.
Why is the person no longer on a roster? Ogemaw County does not publish an official live roster or release archive. Even where a custody view exists, a released or transferred person normally drops from a current-custody list. The release document, court order, VINE event, or receiving-agency record must supply the next fact.
Ogemaw County Recent Release Gap
No official Ogemaw County roster, recent-release feed, 24-hour release view, 72-hour release view, or archived release search was found on the Sheriff or Corrections site. County reports refer to internal inmate rosters used for population work, but they provide no public address, field list, update schedule, or display period. That internal reference must not be presented as an online public feed.
For a recent Ogemaw County release, call the correctional facility, check MI-VINE for a contributed event, and use MiCOURT for the legal order. Request the existing release form when the exact time, event type, or receiving authority must be documented. Similarly named jail websites are not official merely because their domain contains the county name.
Search Ogemaw Releases With OTIS
The Michigan Offender Tracking Information System, known as OTIS, covers prisoners, parolees, MDOC-supervised probationers, and discharged people for three years after their latest supervision discharge. It excludes county-jail-only cases. A six-digit MDOC number gives the cleanest match. Name, age, and other identifiers can narrow a search when that number is unknown.
| Search field | Use | Key caution |
|---|---|---|
| Offender number | Six-digit MDOC identifier | Best exact-match route |
| Last and first name | Broad name search | Verify birth date and description |
| Age, sex, race | Narrows same-name results | Do not rely on one field alone |
| Offender status | Prisoner, Parolee, Probationer, Discharged, or absconder filters | Status is more important than a future date |
| Marks, scars, tattoos | Secondary identity check | Uses exact words or short phrases |
Open the profile and verify the MDOC number, name, birth date, and description. Read Current Status next. Date Paroled marks physical prison departure. Earliest Release Date is eligibility, not proof that release occurred. Discharge Date and Discharge Reason apply when state jurisdiction ended. Assigned Location points to the supervision office when the person remains on parole or probation.
The official OTIS search form displays the state status filters used for that distinction.
The form is appropriate for an MDOC case, but it is not a replacement for the Ogemaw jail release form in a county-only sentence.
For an older discharge or a formal state document, send a focused request to MDOC FOIA. Ask for a releasable discharge order or certificate, time-computation record, or offender photograph tied to the MDOC number. A certified PENPACK contains restricted material and is not a general public-record service.
Note: OTIS usually removes a discharged profile after three years, so older state records may require MDOC and sentencing-court requests.
Ogemaw Release Courts and Orders
Ogemaw release research crosses two local court levels. The 82nd Judicial District Court handles arraignment, bond, misdemeanors, early felony stages, and district-court probation. The 34th Judicial Circuit Court and County Clerk handle circuit and felony records. The correct court depends on the case and stage.
MiCOURT Case Search can show the case number, court, charges, event history, status, disposition, and sentence-related events, subject to access limits. Its display is informational. Obtain the signed bond order, dismissal, or judgment when the legal basis matters. A bond order may authorize release, but it does not prove payment, processing, or clearance of every other hold. Pair it with the jail timestamp.
The court route also explains why a case may continue after physical release. A pending charge is not a conviction, and release does not dispose of a pending case.
Note: Court status explains legal authority, while the jail custody record supplies the actual physical release time.
Ogemaw County Release Supervision
OTIS may show Parolee or Probationer, supervision dates, and Assigned Location. Ogemaw County has a named MDOC Region 3 field team at 806 West Houghton Avenue, Room 108, West Branch. The dedicated county page lists 989-345-5680 and three agents with direct extensions. It is the local contact when the correct OTIS profile assigns supervision there.
Parole follows prison release and keeps the person under MDOC authority. Probation is a court sentence and may exist without prison release. District-court probation can follow a separate local route through the 82nd District Court. The full distinction and verification sequence appears in Ogemaw County Post-Release Supervision.
State Offender Success help is accessed through the supervising agent for eligible people. No authoritative Ogemaw-only reentry program was found, so a local program should not be assumed from a statewide service.
Identification After Ogemaw Release
MDOC's Returning Citizen Identification Program works with the Secretary of State and Social Security Administration on identification documents for people leaving state custody. That statewide program does not establish a matching service for people leaving the Ogemaw County jail. County-jail release planning should be confirmed directly with the facility.
Errors in an Ogemaw release record follow a different path. First obtain the booking, custody-movement, and release documents that contain the disputed field. Then direct the correction issue to the Sheriff's Office or county FOIA coordinator. A records request should identify existing documents and should not embed questions that ask staff to create a narrative.
Getting Home After Ogemaw Release
Ogemaw Public Transit offers arranged transportation through its West Branch dispatch. Adult fare begins at $1.50, with mileage added outside city limits. A rider can call 989-345-5790 to ask about a trip. Official transit material does not promise a jail stop, a waiting vehicle, or coordination with release staff.
Release timing and pickup details must come from the jail. No official source supplies a fixed release hour, exit door, waiting area, or family pickup procedure. Round-the-clock jail staffing does not mean the records counter is always open or that processing occurs at a set time. Call the facility before travel, then arrange transit only after the practical details are known.
Note: Public transit is an arranged travel option, not a jail release service or a guaranteed pickup.
Ogemaw Jail History and Releases
Planning for the current jail began in 2006. The former Dean Arbor site was acquired in 2007, groundbreaking took place in January 2009, and the facility opened in September 2010. County documents describe a podular-remote design. They also contain two capacity figures that reflect a change over time, not an unresolved conflict.
The building's rated design capacity was 124. MDOC recalculated capacity by adding 20 beds in 2017, bringing the stated figure to 144. This history helps interpret county operational reports, but capacity is not a release count. It supplies no fixed release schedule and says nothing about whether a named person left custody.
Ogemaw Transfers Versus Release
Ogemaw functions as a regional housing jail. Its operational report documents people held for Oscoda County and inquiries from other counties. Someone physically held in West Branch may therefore remain tied to another jurisdiction. Departure from Ogemaw can mean return to the originating sheriff rather than release to the community.
Confirm the event in two steps. First, request the Ogemaw custody movement or release form and identify the receiving authority. Second, contact or search that authority using matching identifiers. A VINE transfer notice supports the movement but should still be described as transfer. It must not be relabeled as release simply because the person no longer appears under Ogemaw.
Ogemaw Release Alerts and Registries
Michigan VINE provides confidential custody and court-event information for county jails and MDOC. Search by name or offender number, verify the agency, and read the exact event. Users may also register through the service for a release or transfer notice. Michigan does not publish a guaranteed Ogemaw post-release display period or real-time reporting promise, so VINE should not stand alone when exact timing matters.
The Michigan Public Sex Offender Registry is a separate and limited post-custody source. It applies only to people with a qualifying registration duty. An Active status can be a current trace, but it is not the jail release record and does not provide the Ogemaw release timestamp. Absence may have several lawful causes and cannot prove that no release occurred.
Ogemaw Federal and ICE Releases
The BOP Inmate Locator covers federal inmates from 1982 forward. Its Released or Not in BOP Custody label confirms departure from BOP, not the absence of another custodian or later federal supervision. The federal docket or a release document can add legal context. USMS has no comparable public name-searchable release locator, so a federal docket, BOP record after designation, or properly directed records request may be needed.
ICE ODLS searches by A-number and country of birth or by exact biographical data. ICE states that its locator includes people now detained or released within the prior 60 days. If Ogemaw transfers someone under an immigration detainer, the county event ends local custody but may begin or continue immigration detention. No Ogemaw ICE facility or county-specific ICE contract was verified.
Note: A federal or immigration locator result describes that authority's custody and should not be recast as an Ogemaw jail release.
Released Versus In Custody
Each source answers a different question. Match the source to the custody that actually applied, then confirm identity before interpreting a status or date.
| Situation | Where to look | What confirms the event |
|---|---|---|
| Recent Ogemaw jail departure | Jail phone, MI-VINE, county FOIA | Release form or custody movement |
| Still in Ogemaw custody | Call the correctional facility | Current facility confirmation |
| Transferred to state prison | OTIS after intake | Prisoner status and Assigned Location |
| Released from state prison | OTIS Parolee or Discharged filter | Date Paroled or Discharge Date and Reason |
| Federal departure | BOP locator and federal docket | Release date plus later custody check |
| Immigration transfer | County movement record and ICE ODLS | Receiving-authority status |
What if every search is blank? Start with the Ogemaw booking details and request the inmate release form. OTIS excludes jail-only cases and removes most discharged profiles after its public period. VINE has no promised permanent display window, and court records may become nonpublic. A blank result is not affirmative proof of release.
Ogemaw County Release Facility
Ogemaw County has one verified correctional facility for this release path. The Sheriff's Office operates the Ogemaw County Correctional Facility at 912 West Houghton Avenue in West Branch. It holds local pretrial detainees, people serving jail terms, and some people for other counties. The jail is staffed at all times, while published administrative hours are 8:30 a.m. to 4:30 p.m. on weekdays, excluding state and federal holidays.
Direct community release may follow bond, dismissal, sentence completion, or court order when no hold remains. Other departures lead to MDOC, another county, federal custody, immigration custody, or another authority. No verified state prison, federal prison, ICE detention center, or separate municipal jail is located in Ogemaw County, so no additional facility is treated as a local release source.
